Washington D.C. (GHSA news release) — A news expelled final week by a Governors Highway Safety Association reveals that a series of 16- and 17-year-old motorist deaths in newcomer vehicles augmenting somewhat for a initial 6 months of 2011, formed on rough information granted by all 50 states and a District of Columbia.

Overall, 16- and 17-year-old motorist deaths augmenting from 190 to 211 – an 11 percent increase, according to a GHSA news release. If a trend continued for a second half of 2011, it will symbol a finish of 8 true years of accumulative declines in deaths for this age group.

The new news – a initial state-by-state demeanour during teen fatalities in 2011 – was finished by Dr. Allan Williams, a researcher who before served as arch scientist during a Insurance Institute for Highway Safety. Dr. Williams surveyed GHSA members, who reported deadliness numbers for each state and D.C. The news comes as a National Highway Traffic Safety Administration has expelled a statistical projection suggesting that sum engine automobile deaths for a initial 6 months of 2011 declined 0.9 percent.

Deaths of 16-year-old drivers augmenting from 80 to 93 (16 percent) while a series for 17-year-olds went from 110 to 118 (7 percent), a accumulative boost of 11 percent. Twenty-three states reported increases, 19 had decreases, and 8 states and a District of Columbia reported no change. While a changes in state-by-state deadliness numbers generally are small, states such as Florida, Texas and North Carolina reported poignant increases.

Dr. Williams attributes many of a boost to a fact that a advantage of state Graduated Driver Licensing (GDL) laws might be leveling off, as many of these laws have been in place for some time. Additionally, Dr. Williams speculates that improving mercantile conditions are contributing to an boost in teen driving, so augmenting their bearing to risk. Dr. Williams notes, “While it is not a warn that these numbers are stabilizing or somewhat increasing, states should not accept these deaths as something that can't be prevented. More work can and should be finished to save teen lives.”

Troy E. Costales, Chairman of GHSA, said, “While it is good news that altogether deaths seem to have declined during a initial 6 months of 2011, we are endangered that a trend with teenagers is going in a conflicting direction,” He continued, “As a news notes, a widespread strengthening of laws is still probable and anticipating effective collection outward of GDL is an critical goal. These embody improving motorist preparation and involving relatives in proactively substantiating protected pushing habits for their teens.”

Chairman Costales added, “As a primogenitor of a immature motorist and a soon-to-be-driver, we know firsthand a pressures relatives face in permitting their teenagers behind a wheel. As parents, we contingency set and make despotic manners for a new drivers, creation certain risks are minimized. This includes tying other teenagers in a car, tying night pushing and positively prohibiting any form of dungeon phone or electronic device use while driving.”

Barbara Harsha, Executive Director of GHSA, pronounced states could use sovereign support to save some-more teen lives. “As partial of a arriving highway reauthorization bill, Congress should yield financial incentives to states that have strengthened or will strengthen teen pushing laws. Additionally, Congress should yield adequate appropriation so that NHTSA can investigate and support proof projects to establish a many effective ways to boost teen chair belt use and correspondence with GDL laws. Congress also should account NHTSA and a states to lift out dreaming pushing campaigns directed during teen drivers.” Harsha added, “Research also needs to be finished to establish a impact of changing propagandize start times so that teenagers are reduction expected to be pushing fatigued.”

Q: Where do TTC vehicles go when they die?

A: In January, a TTC bade a permanent goodbye to a H4 transport cars. Earth-toned, narrow-doored and sans atmosphere conditioning, a 45-year-old cars were handily edged out by a sleeker, smoother Toronto Rockets. After they are nude of all profitable parts, a H4’s years of constant use will be rewarded with a business finish of a slicing torch. “Typically, late vehicles are sole for scrap,” pronounced TTC orator Brad Ross.

According to movement author James Bow, a scrapyards around Toronto everywhere with forlorn-looking buses, streetcars and transport cars. “There’s a lot of steel and other metals that goes into a streetcar, transport automobile or bus, so there’s value there, and copiousness of throw yards creation offers,” wrote Mr. Bow in an email to a Post. “At a same time, these things are dear to ship, so there’s small or no inducement to take them out of country.”

Only a sparse few have escaped: A rusting streetcar in Toronto clothing can be speckled during a side of Highway 6 in Morriston, Ont. Another streetcar, decommissioned in 1989, has turn a seating area of a Shelburne hamburger restaurant. North American movement museums have snapped adult what they could.

A few late cars might also live on in a TTC’s secret underbelly. A propitious few of a H4s are unfailing to hang on a bit longer as TTC work vehicles, pronounced Mr. Ross. After hours, a archaic cars will continue to manipulate their aged routes not with passengers, though workers and upkeep equipment. Early morning TTC stations are pronounced to everywhere with a ghosts of trains past: 60s-era H1s and maybe even a occasional British-made Gloucester.

In intensely singular cases, TTC vehicles can fetch a good cost on a secondhand market. As Bloor Line H5 cars are gradually pushed out by Toronto Rockets, they will be crated adult and shipped to Lagos, Nigeria, that is tighten to slicing a badge on one of Africa’s largest light rail networks. In 2000, Kenosha, Wisconsin picked adult a handful of 1950s-era Toronto streetcars to establish a tourist-friendly streetcar line. “It’s not a crazy thought to do this for electric vehicles,” wrote Mr. Bow. “Because they don’t have an inner explosion engine using off of thousands of tranquil explosions per minute, they final longer.”

(New York City arguably binds a pretension for best use of aging movement infrastructure. Since 2001, 714 gone New York transport cars have been dumped off a seashore of Delaware to form a 445 hectare synthetic reef, that has ushered in a bang in sea life).

“Just be wakeful that we have people that are operative adjacent to a cement in a lot of these areas and only be careful,” pronounced Steve Pusey, partner executive for upkeep in Caltrans District 8, that covers Riverside and San Bernardino counties.

Caltrans has spent years propelling drivers to delayed down in construction areas and legislators even altered state law to need drivers to change one line divided from puncture and Caltrans vehicles, if safe.

Still, Pusey said, Caltrans crews sojourn underneath threat. An erring motorist Feb. 1 plowed into a behind of a upkeep outpost with a trailer carrying a unstable toilet, parked along westbound Interstate 10 in Montclair. Fifteen workers were inside a outpost during a time. No one was severely harm in a crash, though 9 people were taken to a sanatorium with teenager injuries.

Four days later, a automobile sideswiped another outpost and trailer as a upkeep organisation was cleaning along westbound Highway 60 in Rubidoux. No one was hurt, officials said, since workers were not nearby a vehicles when a collision occurred. Caltrans workers mostly park vehicles between trade and a crew.

“The outpost is a separator vehicle,” pronounced Michael Graczyk, a Caltrans upkeep supervisor. “If anything crashes in, it crashes into a vehicle.”

Crews are given reserve talks on during slightest a weekly basis, and follow a set of procedures designed to keep them safer. Caltrans staff daunt workers from congregating in front of or behind a trucks during breaks, pronounced Jim Willitts, 48, a probationer from Riverside. Workers also work confronting trade when possible, and know to pierce if they hear screeching tires or any peculiar noises.

“You don’t know what is going to happen,” Willitts said, “You have to always be on your toes.”

Officials wish drivers to feel a same approach and compensate courtesy to a participation of workers. Coggins pronounced that is since splendid work zones are clearly labeled and workers wear bright-orange vests.

Still, some drivers don’t take heed.

“You see them out here smoking a cigarette or eating some food and celebration a cocktail or doing something on their cellphone,” Coggins said.

Complaints about musing drivers led to a 2009 change that combined Caltrans vehicles with flashing orange lights to a state’s “move over” law that requires drivers to equivocate tighten hit with puncture vehicles.

Caltrans, CHP and a state’s Office of Traffic Safety reinforced a law final year following a genocide of 3 Caltrans workers, dual in San Diego County and one in Imperial County. Crews were also pulled off highways statewide for a reserve refresher following a third occurrence Jun 20 and highway unit officers conducted special enforcements of a move-over law during some construction areas.

One month later, Barry Steele, 52, of Beaumont, was killed while operative on a Van Buren overpass plan along Highway 91 in Riverside when an purported inebriated motorist careened down a unopened opening ramp, attack him.

When needed, Caltrans also uses on-site CHP troopers to give them combined warning and coercion of speed limits, Pusey said. And in vital construction zones, workers are mostly stable from trade by petrify barriers.

“It is all about removing these people home during a finish of a day to their families,” Pusey said.

A new report released final week by a Governors Highway Safety Association (GHSA) indicates that a series of 16- and 17-year-old drivers killed in engine car crashes national augmenting 11 percent for a initial 6 months of 2011. Safety advocates and researchers are examination these series closely — if a trend continues by a second half of 2011, it will finish 8 true years of accumulative declines in deaths for this age group.

Here in New Jersey, rough 2011 information gathered by a New Jersey State Police Fatal Accident Reporting Unit shows that deaths involving teen drivers 16-20 years of age augmenting considerably from 19 in 2010 to 31 in 2011. A closer demeanour during a numbers reveals that 2 of a drivers were underneath 16 years of age, while 4 were 17, 9 were 18, 5 were 19, and 11 were 20.

What’s causing a boost in teen motorist deaths? Dr. Allan Williams, author of a GHSA news and former arch scientist during a Insurance Institute for Highway Safety (IIHS), indicated that a advantages of state Graduated Driver License (GDL) programs might be leveling off as these initiatives mature. He also points to a improving mercantile conditions, that might be call teenagers to expostulate some-more thereby augmenting their bearing to risk.

Dr. Williams notes, however, that “while it is not a warn that these numbers are stabilizing or somewhat increasing, states should not accept these deaths as something that can't be prevented. More work can and should be finished to save teen lives.”

What else can we do in New Jersey, a state that is famous as carrying a good GDL program? First, it’s needed that everybody know that teen pushing isn’t a usually a primogenitor or military problem, though a community-wide problem. That’s since when teen drivers pile-up they don’t usually harm or kill themselves. According to a National Highway Traffic Safety Administration, of a 5,021 people killed in crashes involving immature drivers in 2010, 1,963 or 39% were a teen drivers, while a remaining 61% of a victims were possibly a teen drivers’ passengers (1,326 or 26%), or pedestrians or occupants (1,732 or 35%) of other vehicles.

Get prepared about teen pushing — learn a risks and how GDL works to residence those risks. The New Jersey Teen Safe Driving Coalition, a partnership of The Allstate Foundation and a National Safety Council, has gathered a resources of giveaway information and resources that can be accessed by a online GDL toolkit.

Bring a teen protected pushing parent/teen module to your propagandize or community. AAA, a New Jersey State Safety Council and a NJ Division of Highway Traffic Safety (DHTS) and Kean University have grown giveaway programs designed to teach participants about teen pushing and a state’s GDL program. we promote a module called “Share a Keys,” grown by DHTS and Kean University, and regularly hear from participants how it has not usually stretched their bargain of a issue, though stirred them to take action.

Last week, we conducted a event for approximately 60 relatives and teenagers during my son’s high school, West Morris Central. One of a moms who attended (her daughter is 17 and binds a probationary license) commented to me before to a start of a sons’ ice hockey diversion on Saturday night that a family is now spending some-more time around a kitchen list articulate about teen driving.

I also titillate families to make lots of time for practice. While New Jersey’s GDL module doesn’t need teenagers to record a smallest series of use hours during a assent or supervised pushing proviso (research confirms that during slightest 30 to 50 hours of practice, 10 of those during night, is rarely recommended), removing your beginner motorist on a highway is vicious for building skill. It’s no opposite than perfecting a sport, a low-pitched instrument or some other charge — if we wish to get unequivocally good during something, there’s no surrogate for practice.

And once your teen is licensed, don’t stop coaching him or monitoring his driving. As a 2011 New Jersey deadliness numbers show, a risk for teenagers doesn’t stop once they’re holding a probationary (restricted) or simple (unrestricted) license. Eighty percent of a teen drivers who were killed in New Jersey final year were between 18 and 20 years of age.

As a primogenitor of a teen who is training to drive, we positively know a vigour relatives face in permitting their teenagers to get behind a wheel. It is but a doubt one of a many frightening things we’ll ever do. But we have a scientifically proven apparatus to assistance us get a kids by a many dangerous time of their lives — Graduated Driver Licensing. By training about and leveraging a proven beliefs of GDL — tying passengers and night driving, prohibiting any form of dungeon phone or electronic device use while driving, and reinforcing a lifesaving significance of buckling adult — we can make certain a risk for a teenagers is minimized.

A unconditional travel check being debated in Congress addresses how to column adult shrinking supports for a nation’s aging highways. States with their possess bill shortfalls are confronting a same challenge. In California, researchers are perplexing to widen those resources by building next-generation pavements that are quieter and some-more fuel-efficient to expostulate on.

It’s not tough to mark roads in bad shape, though there’s a revealing pointer of a travel that can’t be saved. “A pothole is when we put a electric paddles [to it],” according to John Harvey of a University of California Pavement Research Center. “The cement is dead. You should never get to a pothole.”

And stuffing them, he says, is usually a proxy Band-Aid, durability a year or less. Harvey is fundamentally a cement doctor. You can substantially theory what he talks about on prolonged automobile trips. “Actually, I’ve had people bluster to flog me out of a car,” he says.

This heavy-vehicle simulator during a University of California Pavement Research Center rolls a lorry tire behind and onward to indication what years of trade would do. (Lauren Sommer/KQED)

The cement contrast trickery where Harvey works is during a University of California, Davis. A outrageous automatic arm is rolling a lorry tire over a patch of asphalt. “It goes behind and onward — we’re substantially looking during 20, 22,000 repetitions a day,” Harvey says.

This appurtenance simulates years of trade in usually weeks or months, that shows either a cement will final or tumble apart. “There’s all kind of cracks all over it, and that is a constructional failure,” Harvey says, referring to a rutted exam patch nearby. Roads destroy given of steady highlight from continue and heavy-duty vehicles. “We usually unequivocally pattern for lorry traffic,” he says. “You don’t even count a cars.”

Of course, a jump to regulating roads is cost. In 2011, California’s travel group estimated that it indispensable some-more than $7 billion to correct highways. With a state’s bill troubles, it got $2 billion.

But there was a time when highway appropriation was plentiful. The Federal Aid Highway Act of 1956 saved construction of a Interstate Highway System. Federal and state governments set adult gas taxes to compensate for highway maintenance. But that income has depressed as cars have turn some-more fuel-efficient. That has led analysts to envision that a sovereign Highway Trust Fund will be broke by 2014.

The good news is that given a nation spends an estimated $100 billion a year on roads, even tiny improvements can make a large difference.

                                                       Lauren Sommer/KQED

A patch of exam cement during a University of California Pavement Research Center.

“This is a sound car,” Harvey says, referring to a Ford Escape hybrid with microphones on a behind tire, usually inches from a ground. The researchers use a Escape to exam some of a highway improvements they develop. “So a thought is to shade out all though a sound entrance from a tire-pavement interface,” Harvey explains.

You substantially know a sound of whooshing on a freeway. At high speeds, that sound is mostly entrance from a pavement. “The tire is squeezing atmosphere out from underneath it continuously, and that’s a hissing sound,” Harvey says.

Harvey and his group use a automobile to record new, quieter petrify pavements, like an initial territory on a Sacramento freeway. “We’re conceptualizing a cement so a aspect is porous and a atmosphere can be squeezed out from a tires down into a pavement, and that drops a sound considerably,” he says.

That’s a and for communities subsequent to freeways. It could also revoke a need for sound walls, that Harvey says are mostly some-more costly than building a highway itself. Some next-generation pavements will also save income for consumers, given roads impact how most fuel your automobile uses. The bumpier a road, a some-more work your automobile has to do. “When we well-spoken a road, we can get 2 to 5 percent alleviation in fuel economy,” Harvey says.

According to Harvey, many cities and states are also doing surety upkeep on their roads before bigger problems like potholes emerge. That’s some-more expensive, though it goes a prolonged approach toward augmenting a life of a road.

Don’t run over a orange cones on a barrier course.

That’s all longtime Lynx train motorist Moises Reina had to do Sunday during a 2012 Central Florida Roadeo competition. But that isn’t so easy in a 40-foot bus.

Reina and 4 other Orlando-area train drivers competed in a 25th annual internal Roadeo foe hold during a Lynx Operations Center, located nearby John Young Parkway and Princeton Street. The Roadeo is open to all Lynx drivers.

The timed challenge, that also includes a created test, allows drivers to uncover off their skills and contest for prizes and bragging rights. The drivers also are judged on their reserve skills.

As a wheels on Reina’s train went spin and round, a longtime user strong on any of a 10 obstacles, including pulling within inches of a train stop curb, together parking and weaving by a snake-shaped turn.

On a initial obstacle, a really parsimonious left turn, Reina, 62, of Deltona, strike 4 cones. When he finished racing by a course, he described his run in one word: “bad.”
